How to Disable Inactive Window Scrolling via Settings in Windows 10
As a convenient feature that can only be used by installing a third-party tool in Windows 8/7, inactive window scrolling has made its debut in Windows 10. It allows users to scroll an inactive window by hovering the mouse cursor over it. To enable or disable it, you can use the following steps:
Step 1: Right-click on the Start Menu button and click on Settings.
Step 2: Navigate to Devices > Mouse.
Step 3: Switch the toggle under the title, Scroll inactive windows when I hover over them, to satisfy your need.
